ChatGPT Ads are now self-serve in Europe: what EU businesses need to know

Since late August 2026, businesses in EU markets can open a ChatGPT Ads account directly. Here's what changed and whether you should test it.

What changed

ChatGPT started showing ads to US users in February 2026, and OpenAI opened a self-serve Ads Manager to US advertisers in May. At the end of August 2026, ads switched on for users across European markets, and the self-serve Ads Manager opened to eligible European advertisers shortly after.

In practice, that means a business registered in Malta, Italy, France or another EU country can create an account at ads.openai.com and launch a campaign without going through a large agency holding group.

The key facts

Details are moving month to month. Check the current ad policies and country list in Ads Manager before planning budget.

Who should test now

Early-stage ad platforms reward first movers with less competition and lower prices. The businesses that tend to benefit most are those whose customers already ask AI for recommendations: clinics, home services, relocation, software, education and travel.

Who should wait

Regulated categories face stricter rules. Gambling, many health claims, financial products and adult services are restricted or require extra review. Read the policy for your category before you build anything.

A sensible first test

  1. Set aside a fixed test budget, for example €500 to €1,000 over 3 to 4 weeks.
  2. Install the pixel and Conversions API before launch, not after.
  3. Start with 2 or 3 tightly themed campaigns that mirror how customers phrase questions.
  4. Compare cost per lead against your Google and Meta benchmarks, not against zero.

The bottom line

ChatGPT Ads in Europe are early, imperfect and cheaper than they will be in a year. If AI is already where your buyers research, a small, well-tracked test is low risk.
